
Planning Phase Process
The K-61 study and planning phase began in August 2001 and concluded in July
2004. A range of althernatives involving construction both on and off the
existing alignment were examined, including:

doing nothing,
-
constructing a four-lane freeway (read Freeway vs.
Expressway comparison),
-
constructing a four-lane expressway,
-
constructing an upgradable expressway.
At the same time, consideration was given to access considerations:
After considering input from the general public, project sponsors, affected
governmental agencies and the Community Advisory Group, KDOT evaluated the
engineering data and narrowed the six mile wide corridor to three 1,000 foot wide
concept corridors. From these three, KDOT selected a preliminary corridor
location and highway design which would serve the projected traffic needs of
the communities (View the

Data from past studies, such as the preliminary work completed for the cities by
Wilson & Company, and from new surveys, traffic reports, field tests, and other
resources were used to evaulate the engineering aspects of the project (Read
Corridor Study for details).
Also, during this phase environmental documentation reports were completed in
accordance with the National Environmental Policy Act (NEPA) and related
federal and state regulations. You can view the Environmental
