The Design Phase is the second phase of the K-61 Enhancement Project. It began in January 2003 and will continue until the engineering plans needed to construct the project are finalized and the following milestones are completed: (View Project Timeline)

Field surveys are finalized;
Engineering drawings are completed;
Preferred corridor (location, including length and width) is specified for the highway; (View the current corridor map and written description.)
Right-of-Way requirements are identified;
Final public involvement meetings are held;
Appraisals and Right-of-Way purchases are completed;
Utilities are relocated;
Final Engineering and Design plans are prepared.

This phase will conclude when the engineering plans needed to construct the project are completed.
